there is only one hole in each pully and one hole in the block to match. The cranck pully also should have a matching bolt hole

as per the picture, that is correct, crank pulley has a notch in it and matches abit in the block and the keyway faces up

Yeah that's what I found as well. There's only the 1 position for the pulleys to go.
So timing is correct......just got to do a comp and leak down on it now.

Did a compression and leak down tests on the engine. All OK on those fronts.

I now need to have another go at timing it up.
Somewhere along the way it must have been set up differently than what the factory manual shows.
I'm going to have to static time it to see where the injection pump needs to be.

doing static timing with a dti gauge will definatley tell you if the pump is timed correctly, 1 tooth out on the pump makes them smoke and rattle alot

Static timed the POS today.
Just to get it correct I had to advance the injector pump timing by 2 teeth. Loosening the pump and twisting it either way did nothing. (I wonder if there is an underlying problem with the pump.)
So I had to remove the timing belt and advance the pump 2 teeth.
Got it running anyway.
Just have to finish putting it together now.

Bit of a long shot but does the Injector Pump/Pulley have its key fitted?

Was it tight?
If the wrong crank bolt has been undone they have a habit of wearing the keyway but not 2 teeth worth
