4jg2 trooper issues revving high on startup

Hi

I have an isuzu trooper with a gear driven 4jg2 engine.

The pump has had a seal recon with the cold start removed. reinstalled got it bled starts up but revs upto 2500 at startup and doesn't drop down.
On the back of the pump I have adjusted the fuel screw down thinking this would help. It doesn't
Have times it to .5mm lift.
I have no idea if this is right with having no cold start device but one can only assume that having no cold start is the same as putting in the screw driver and deactivating it.

Has anyone had similar issues?

Try pushing the throttle lever back. It might be sticking.
